Here is an amended patch with the #' taken out.

I only made a cursory search and in the notation and there are about 10 other @code{#'...} instances in all the itely files within notation.
I can take them out of these in another patch if you like?

The Learning Manual does have a couple but these are explicitly explaining how to use the syntax for tweaks and overrides, so they are appropriate here.

Also as there is a significance when we use an #' vs #` (hash-back-quote) so making CG policy might be tricky in the 'scheme' of things (geddit?) ;)
