I think the docs should be consistent in the way they refer to properties, and I don't believe that we write @code{#'X-offset} anywhere else in the docs; I think it's better to simply refer to the @code{X-offset} property.
I'm willing to believe that I'm wrong, if you can show me something in the CG that encourages the #' marks, or if there's a significant amount of such marks in the docs. I don't think there are, though.
