Summary: [troff] .hcode sometimes fails to accept a special

Fair point. I discounted en.tmac because it's a relatively recent addition,
so it can't be affecting all the older releases, and I verified that it
doesn't touch õ's hyphenation code in its current incarnation.

Looking now at ps.tmac past and present, its .hcodes also seem to not touch
õ.

Fair objection. I've updated the Summary again to hopefully more accurately
reflect the situation.
