They're on point for some things, sure.  However, the issue reported by this
ticket is agnostic about them.  It describes a behavior change in core groff,
run without any startup files at all.  (I've taken care to make my tests work
with the English startup files, since that's what groff runs by default, which
simplifies pasting self-contained examples here.  But disable all startup
files and run my tests again to verify that they're not necessary to
illustrate the behavior I'm demonstrating.)
