Same problem here. Is it perhaps a matter ofmissing udev rules?

Anyway: at the moment the only solution I have found is to start brltty
manually like this:

brltty -b hw -d usb:

Although one should of course not have to do that, you could try at
least for testing purposes and so that you can start using your device.
