I really don't think that's a viable solution, especially if you're trying to build a civilization. All 3 groups have at least some bad blood between them; it would be a great temptation, then, for the police to abuse their power, and I would suspect police abuse to be high in this sort of arrangement. Look at the German ethnic divisions raised in WWII to fight partisans in Yugoslavia: the Bosnian and Croat divisions spent as much time fighting Tito as they did "getting even" with the "other" guys (using partisan activity as an excuse). I'd wager the same thing would happen here...
