On the contrary, that case was much more suspicious than you make out.
The character General Hague, played by Robert Foxworth, was established
in "Points of Departure", _Babylon 5_'s episode 2x01 and returned in
"All Alone in the Night" (2x11). When he was needed a few episodes
later to play his big part in the story arc (during the declaration of
martial law), Foxworth wasn't available and Hague had to be written out
of the script. The reason he wasn't available was because he'd been
hired to play more or less the same character on DS9.
