I would be pissed whether it was before or after 1991.
 But at least it isn't _government policy_, which is
what it seems to be in Germany.  I seem to recall
Halliburton got accused of something like that - but I
also seem to recall (it's been a long time) that it
was pretty conclusively shown that Cheney didn't know
anything about the deal.  Given Cheney's record with
regards to Iraq, it's fair to say that if he had he
would have stopped it.
