I would be pissed whether it was before or after 1991. But at least it isn't _government policy_, which is what it seems to be in Germany. I seem to recall Halliburton got accused of something like that - but I also seem to recall (it's been a long time) that it was pretty conclusively shown that Cheney didn't know anything about the deal.
