Sorry Uwe: now I fully comprehend the situation.
Did you try to enable mtx-changer logging / debugging that can be turned on at 
mtx-changer.conf file?
I think it worth a try to set a load_sleep equal to 30 (seconds) for example in 
the same file as a test.
I don't know if it would help to run bacula-sd in debug mode also.
Check your cabling and make sure your TL does not have any warnings at its 
display / console (e.g.: dirty tape).
