My feelings on using rsync to double buffer the backups aside, this is
mainly windows files so the only reason to restore is in the case of a
total server loss, in which case getting replacement hardware takes
longer than driving over to the data centre and retrieving a copy of the
data.

Scheduled VSS snapshots solve the "oh crap my file broke" type restores
without ever involving bacula.
