IMHO is there is no option to let chapters start on an odd page. Youu
must make sure that a chapter has an even number of pages.
Yes there is such an option, but it's not in PDF export, it's in
the Page Style for whatever the first page of a chapter is.... if
the page style for the first page of each chapter is different
from the page style for the other pages, as it is in our books.
In PDF export you can choose whether to include the blank pages
(without header or footer) between the end of one chapter and
another, when the previous chapter has an odd number of pages.
