Isn't there an option for the PDF export or master document that inserts
blank pages in order to force new chapters to start on odd pages? I'll
have to see just where such options reside because this is vitally
important for assembling the subdocuments into a meaningful book.

IMHO is there is no option to let chapters start on an odd page. Youu must
make sure that a chapter has an even number of pages.
