aRts is your problem (or at least part of it). Go to the control centre and 
select:
Sound -> Sound Server
then disable "Start aRts soundserver on KDE startup".

Then kill aRts (try ps -fu <your userid> | grep arts) to find the server 
[IIRC it's called artsd].

Now try "aplay soundfile.wav" and with a bit of luck you'll get something. 
That said I believe that 0.9b8 (or CVS) is much better for the envy24 cards 
[KDE won't like it too much -- noatun and kmid are not usable since both 
refuse to use OSS when ALSA is present but can't yet use the 0.9 API].
