Not explicitly as far as I could see. (There's "Attempts to transfer no
assets are successful." in R2577, though.) I think the only way it can
currently come up is if a stone's cost manages to decrease all the way
to zero. You'd still have to specify the stone, so it doesn't make a
difference even then.
My hope was that players wouldn't have to mention a zero fee at all,
since it's easily overlooked and a silly reason to have someone's plans
fail.
The stronger of two fulfilled Power Grabs is the one with greater
Influence, or if they have the same Influence the one that became
fulfilled first.
As a personal preference, I'm not a huge fan of effects that depend on
the relative timing of a competitive event; this would, for example,
privilege a player that chooses to schedule eir messages, and if
multiple players schedule eir messages, it's practically a matter of
chance.
Going early isn't always the best. Yes, you get the tie breaker, but you
also give out information to other players. Otherwise, fulfilling late
is always better. In that case, I'd lean toward adding a penalty for not
fulfilling, like we do in the Bang subgame, and there's also still the
question of how to break ties.
