Do fee-based actions not already consider 0-item fees trivially paid?
The stronger of two fulfilled Power Grabs is the one with greater
Influence, or if they have the same Influence the one that became
fulfilled first.
As a personal preference, I'm not a huge fan of effects that depend on
the relative timing of a competitive event; this would, for example,
privilege a player that chooses to schedule eir messages, and if
multiple players schedule eir messages, it's practically a matter of chance.
