Yeah, that's probably a good idea. We can probably block that by
separate proposal long before it becomes a problem though.

everything else with the economy right now and it certainly fits

Yeah. Part of the intent there is to provide an exit in case we repeal
shinies and go with a different economy; I think this proposal isn't
quite ready to be a full economy on its own, but it might be tweakable
to one. If we do, we could replace economic policy with something else
and have everyone dump their shinies into it before it's gone.
Yeah, I was thinking "they wouldn't be gathering balloons and everyone
could dump theirs into a proposal to just wreck the favours of a
hoarder" but then I know some people would vote against that kind of
thing by principle (yay morals in a game!) and the end result would
probably just be creating a tax to do it for them anyway.
