Part of the intent there is to provide an exit in case we repeal shinies and go with a different economy; I think this proposal isn't quite ready to be a full economy on its own, but it might be tweakable to one. If we do, we could replace economic policy with something else and have everyone dump their shinies into it before it's gone.
