Official Auctions would be those defined by rules and contracts, whereas
Unofficial Auctions could be started by players any time, but could only
auction off assets.

You don't need to hard-code that in the rules.  In the past, when someone
wanted to run a private auction (or use any "procedure" defined in the
rules unoffically), they could just say "I pledge/contract to auction these
assets using the rules-defined auction rules."
