Title: Vacant Deputisation Fix

Replace the second item of the second numbered list of "Deputisation", with the 
following:
  2. Either (i) A time limit by which the rules require the action to be
     performed has expired or (ii) the offixe is vacant.
}

I think this should fix that problem.
