Yes, I agree on The President (I was re-reading the history when your first
message came through).  A fine point is I do still have to opine on whether
the president satisfied the winning condition (though not on whether the 
victory announcement ratified the win).

I'll consider your second gratuitous note fairly I hope, it's worth
considering (was also refreshing my memory on the "explicitness" ratification
language as you were writing the above).
