The requirement is that the agreement's text is published, where published means "sent to a Public Forum". I think that, if Agora is an agreement, its text is pretty clearly the ruleset, and that has certainly been published.* *arguably Agora would cease to be a person in the interval between the adoption of a proposal and the publication of an updated ruleset?
