I was /just/ about to reply "this reminds me of Garden Nomic".  We've
already used a plant metaphor before, though, see e.g.

  * arbitrary graph of locations
  * periodic loss of some/all unspent resources to discourage hoarding
      - partial loss inspired by M.U.L.E.
