I would wholeheartedly support a full repeal of cards.  Once cards
come to a halt due to uncertainty/lack of reports its hell to get them
started again.

I suggest going to simple action points model to start.
Every player has N non-tradable non-accumulating action points per week
(+ extra for officers) and certain activities cost X,Y,Z action points.  
While action points aren't tradable, some of the things you could buy with 
the points should be tradable.

Someone can come up with a better name then action points and choose
the game's next Big Metaphor...
