I don't think you can deputise for the non-office position of 
Justiciar, even if the rules grant the Justiciar powers and duties 
and even if e's performing the duties of the CotC.  R2246 assigns
powers and duties to the justiciar but that does not make them
an officers' duties as needed by R2160.  This is quite CFJ-worthy,
though.  -G.
