This deliberately subverts the appeals process by holding the majority hostage to the whims of the minority. It's a despicable display of liberal judicial activism and in my opinion should be punished with double Rests. The SHALL in R911 is there specifically to forbid such gaming of the system by socialists like BobTHJ. E's probably not even really Registered. I haven't seen a Registration Certificate.
