Hmm...  In theory, a monolithic automated system would avoid this.
You could simply take over recordkeeping registrations/deregistrations
while a new Registrar was being elected.  If the person hosting it
unexpectedly deregistered and disabled eir server, it might be
relatively messy, but in theory it should be easy for someone else to
make a copy.

All this is still theory.  The realities have yet to evolve, but I
think the time is right, as the introduction of Cards seems like it
might bring the economy back to the level of activity it had a year or
so ago.

I think it's a good approach for scraping other officers' reports
(themselves automatically generated).  Do you disagree?
