I'm not sure. I originally recorded them as Power=1 but changed my mind in the judgement. Now I think I agree with coppro's arguments: a Rule can have AI, although the AI has no effect on the game, so a request to set the AI is just an unambiguous- pointless, but successful- request to set AI. The rules in question exist with Power 1 (and there's not much breakage because cards aren't secured). But that's just my opinion. -- -c.
