Dependent actions often end up buggy in some way. (They turned out not to be broken last Holiday, for instance, but there was certainly some weirdness going on, real or perceived.) Unrelated to the formula, I'm also a bit confused about the timing related to whether there's a "vote" ongoing or not. Finally, you should insert a safety check for if the AI somehow becomes less than 1. (I don't think that's possible under present rules, but you never know what might happen in the future.) -- ais523
