But this proposal itself would need AI=3.

Personally, I would stick to two levels, with "service above and beyond
the call of duty" as the HAN standard, and award HAN to Zefram for eir
efforts during the Quantum Crisis.

History of the Quantum Crisis:

  * Imagine that we discovered today that splitting VCs into Notes and
    Ribbons failed because Wielder of Extra Votes was broken.  And there
    was no such thing as ratification.  That's about how bad it was.

  * Zefram spent a few months calculating possible gamestates, depending
    on different interpretations at certain key points, and eventually
    came up with over a dozen possibilities for officeholders alone.

  * Eventually resolved as follows:  all players except X announced "I
    resign Promotor and name X as my successor", thus collapsing that
    part of the gamestate to a known value; similar for Assessor and
    another player Y; then a proposal to the effect of "(the earlier
    proposal) is deemed to have been adopted" was adopted.  This
    approach proved to be so frequently useful that it was eventually
    standardized into modern-day ratification.
