I think CFJ 2259 will be judged TRUE (the PRS only bypassed this via
ratification), in which case only one of the Masterpiece contests can
grant points no matter how many are adopted. That said, your
frustration with contests mirrors my frustration with unnecessarily
ambiguous judicial cases (i.e. leaving it in maybe-existence, rather
than retracting-it-if-it-exists and then initiating an unambiguous
case on whether it existed before that).

Proto-contract: (I don't want to recordkeep this; anyone who does
should feel free to fill in the blanks and agree to it. Also, wasn't
someone working on a proposal tying a similar concept to Notes?)
1) Administrivia:
a) The name of this contract is <name>.
b) This is a public pledge.
c) The <title> is <player>.
d) The <title> CAN amend this contract without objection.
2) Blots:
a) Blots are a currency. The recordkeepor of blots is the
<title>. Ownership of blots is limited to players and
ex-players. Blots CANNOT be created, transferred, or
destroyed except as required by this contract or the rules.
b) Any player CAN cause a player (hereafter the jaywalker) to gain
a blot by announcement, provided that:
i) The announcement specifies everything that would need to
be specified for a criminal case with the jaywalker as
defendant, but no such case has been initiated.
ii) The rule breach allegedly occurred within one week
before the announcement.
iii) The jaywalker has not already gained a blot for the
alleged rule breach.
Players SHOULD NOT do this unless it is unambiguous that the
jaywalker did commit the specified rule breach.
c) At the end of each month, one-fifth of each player's blots
and one-half of each ex-player's blots (rounded to the nearest
integer, breaking ties downward) are destroyed.
d) Persons with twenty or more blots are Lawless. Ex-players
with one or more blots are Fugitives.
