I for one only struggle against accepted culture when it seems to
contradict the Rules themselves. In this case, Rule 2166 explicitly
refers to what the backing document "defines": it does not require in
any way that the person in question actually be a(n effective)
recordkeepor, just that e be defined as such. Equally, if the Rules
say that Entity A is The X, Entity A is The X - it's debatable whether
e "actually" is so, but in any case the Rule creates the legal fiction
that e is. If a Rule actually did define The X as a position with
certain abilities and properties then the Rule that said Entity A is
The X would conflict with it.
What happens then is not important, but no Rule defines that a
recordkeepor must have any special powers. These perks tend to evolve
with positions, but in a sufficiently large game we might have other
situations. For example, the person tasked with maintaining a
historical archive of the Ruleset [recordkeepor] might be different
from the one moving categories around and such. It's not utterly
unreasonable for a recordkeepor to have no special duties or
privileges. Perhaps a recordkeepor ought to be able to find out the
things e's recordkeeping, but this argument is based solely on
ordinary language, and thus is as invalid as my claim that I am
standing when the Rules state otherwise.
Anyway, this is a Nomic. Contestmasters should either write their
contests carefully or include a suitable amendment mechanism for
fixing screwups.
It's good practice for writing Rules, after all.
