I'll meet you halfway.  I think TITE was the right thing to do for 
non-partnership contracts (where non-members don't have a rightful
interest in whether contracts are broken - we don't need a parade
of criminal proceedings about the AAA), but for partnerships Agora has
an interest in making sure Partnership contracts are followed so we
should put that back in.
