I would be surprised if, in the face of a rampantly vetoing Speaker,
the rest of the Agorans couldn't muster the strength to pass an AI=2
proposal (or have the Promotor, or else good luck, both of which are
sufficient to let the proposal be Support Democracied before it could
be vetoed).  And honestly, if the Speaker was doing this as part of a
group of scamsters, or better, a permanent alliance, it would be a lot
more interesting than a great deal of what happens in Agora...
