Following up on this: I like the idea of the PRS, which was to create a
contest to get around restrictions in the rules. BobTHJ is now trying to
change the rules to get around restrictions in the contests, sort of a
situation where something designed to break the rules now needs a
proposal to change. So why not just change the rules directly?

People should follow contests; every contest out there is a potential
source of scammable points, and so they can affect people who aren't
even involved in them.
