Because this would have the same effect as just removing "fixed" from R2179, instead of making people go through a contract-defined cuurrency to transfer points to another player. If we want points to be transferable, we should just make them transferable. I assume there was a reason to make points a fixed asset in the first place; the entire PRS is just an attempt to get around reasonable restrictions in the rules.
