This is how VP can be used for FINEs:

possible, give floor(N/P) VP to each first-class player who is a party
to this contract, and destroy P * floor(N/P) of VP which are in the
Lost and Found Department's possession, where N is the number of VP in
the Lost and Found Department's possession, and P is the number of
first-class players who are parties to this contract
