There seems to have been quite a bit of paradox theft recently,
so I've come up with this to try to clamp down on it.

Proto: Boring Paradoxes (AI=3, II=1)

Amend rule 2110 to the following:
{{{
      A tortoise is an inquiry case for which the question of veracity
      is UNDECIDABLE.

      A tortoise is Boring if and only if at least one of the
      following conditions holds:

      - it is not about the possibility or legality of a rule-defined
        action (actual or hypothetical)

      - it is about a situation that occured before the case was
        filed (i.e. not arising from the case itself, and not occuring
        after the initiation of that case)

      - it was about an action that retroactively caused itself to
        have been illegal

      - the statement of the CFJ's truth depends on an unknown state
        within a contract

      Upon a win announcement that a tortoise has continuously been a
      non-Boring tortoise for no greater than four and no less than
      two weeks, the initiator satisfies the Winning Condition of
      Paradox.

      Cleanup procedure:  Each winner satisfying this Winning
      Condition SHALL, as soon as possible, make a reasonable attempt
      to resolve the paradox.  The same person can not satisfy this
      Winning Condition again for the same tortoise or for any other
      tortoise that was linked to it in assignment.  Each such winner
      SHALL also submit a proposal that causes all such tortoises to
      become Boring.
