I think this is badly worded (and I can't imagine having problems
with, say, instruments with a power of .05), but I do in general
believe that in a nomic we shouldn't take so much for granted about
game custom and what it means to be playing a game with rules, which
is why I drafted B Nomic's rule explicitly making it impossible to
modify any Game Object without the rules explicitly allowing it.

I'd support some modification of 2125 to this effect, but not this one.

In any case, there appears to be precedent beyond just game custom
that regulated actions are impossible to perform unless otherwise
authorized by the rules, but unfortunately the CotC database stops 2
cases later than the one I found cited (CFJ 1237), but CFJ 1295a does
say that 1237 established this quite clearly.
