I considered a similar wording, but it occurred to me that there is no time limit for appeal by proposal, and I didn't want to leave it open to that sort of interpretation. Specifying a particular range seemed the safest approach. Of course, the actual time limit for appeals could change in the future, but it doesn't really matter if this rule doesn't quite track. -root
