Usually but not always. (2) deals with non-player partners (e.g. if you ask your friend to consent to a partnership when they're not interested in nomic, as a favor). It also deals with when player partners disappear from the game (just get quiet) but the partnership lingers on. A restriction to (2) could be: "The partnership can not be made active again until all such silent partners have made at least one public post." -Goethe
