I looked back at old Points Contest rules while drafting this. Before,
we basically limited scams by saying basing points awards on # of players,
and making incremental awards small enough that a pure "I award points
to you" scam just got you 5% of the way to a win per week, so creeping
and boring. The main problem now is the multiplication through
partnerships/second-class persons...it should be prevented while allowing
for the possibility of a "team" joining or running a legitimate game.
