It's not a contract. It's governed solely by R2157, and is not subject to amendment or dissolution by the procedures of R1742. I designed judicial panels to be non-persons but to take advantage of some of the concepts we developed with partnerships. Giving the panel some internal structure makes it easy to plug into the judging rules: R1868 and R2158 apply to panels perfectly well without being specifically aware of the concept. Panels should not have the full generality of personhood, because they exist for a single purpose. -zefram
