I was not really expecting that to work. What I was trying to point
out is that Primo needs to define how Agora is allowed to alter its
charter.
I think it would be possible for there to be a protectorate with a
badly worded charter that allowed any post to Agora's public forum to
alter its rules. From the outside what counts as an action by Agora?
(possibly any post to its public forums?) In particular if looking
from the outside do the actions of Agora have to be consistent with
its rules?
If Primo does not define what it considers to be Agora and how Agora
should interact with then what would the default/common-sense
interpretation be?

As Primo unconditionally allows Agora permission to change its charter
then any action in Agora must be able to change its charter. As this
message is a post to the public forum in Agora it is an official
action of Agora.
