But agreements, as "game documents", have special status.  Agoran
Rules are a sub-class of agreement, not the other way around.  Of
particular interest here is R101(v).  While the proposal process
is considered protective of Player's rights regarding Agoran 
rules changes, it is not protective of the rights of parties to 
changing other agreements, unless the parties explicitly consent
to each change, either through their own direct consent or
through explicit mechanisms set out in the agreement in question.

For example, is specifically intended that a majority (AI-1) proposal
can't override and change a clause of an agreement that (within 
the agreement) requires a 2/3 majority.
