I would disagree. While it may be ambiguous in implementation, Section
1 of the charter does permit such changes. The implementation does not
need to be clearly spelled out in order for the Agoran changes to be
allowed. Primo Corp is governed by the laws of Agora, therefore it
must abide by any Agoran rule or proposal that passes. An Agoran
Proposal has the ability to change any game document (at present) of
which the Primo Corp charter is one. Since changes to the charter by
Agora are permissible with or without Primo's permission, Primo need
only to state that it allows such changes to fulfill the terms of a
Protectorate. The actual implementation of such changes is covered
under R101, section ii.
