I think the interpretation of R101 was that its use of "invoke" has a meaning independent of the actual judicial rules, so it doesn't need to be changed due to that. I have a note to myself to modify its "order" terminology, which is more specific to the old system, but I don't think it's so specific that it needs to be done in the same proposal. Actually, I don't think any of the power=3 stuff needs to change in the same proposal, so I'm planning to segregate it all and have the main reform proposal at AI=2. The judicial system is almost all low-power, so it would be annoying to require AI=3. -zefram
