Yeah, me too. I think we should consider how to adjust the proposal system to make it possible in more cases. There is a basic problem that all rules take precedence over all proposals. That one should be easy to fix. For the time being, proposals can't do everything that rules can, so please don't take it out on particular ephemeral rules. -zefram
