I think it would build up slowly over time,  it cant solve problems that are 
too far away from what it already knows,  it has to relate to what its got in 
it, for more relations to develop.   So in that way it would hit "temporary 
local optimas" and maybe even some form of cause and effect diagnosis would 
need to be put in its behaviour to help discover things.
You need to be able to place the block down, and move it left and right,  
before you can stack them ontop of each other, which in turn leads to things 
like opening doors, and more complex recipes to develop automatically.
