That is kind of my point. I know several WISPs/FISPs in this area who have been awarded significant money and are in various stages of deployment.

I think we are too deep into the process to yank it back.  Most states have 
already started, contracts have been signed.

Best we can hope for is some of the unnecessary rules and reporting go away.
