It _is_ a matter of what's legal or not.   LAWS preclude a private contract...  Whoa, you need to understand how the whole system works.   Otherwise there would be a ton of contracts precluding certain races from buying in certain neighborhoods.. Or from riding certain buses.   That RV park owner is just begging for a lawsuit at this point.   *I don't think you should be taking his/her side on any of this as it could include you in the liability*

It’s not a matter of what’s legal or not via OTARD. No one comes into this not being aware of what the rules are. Nothing preclude a private contract from prohibiting someone from using a satellite antenna, you can agree or not agree to the contract.

I suppose if one of the campers wanted to fight it they probably could. We just provide the Wi-Fi the campsite makes the rules.
